Some creature types show up in almost every set and have lots of cards to choose from, like how there are over 3,000 human cards
Its great in any green aggro deck, especially when targeting a trampler like Steel Leaf Champion or even Old Gnawbone for massive impact
And, once its your turn again, you should be able to evolve that Pokmon to its Stage 2 from your hand, as it was already in play at the start of your turn (source: Pokmon Rulings Compendium)
In EDH, on the other hand, this card can be played almost anywhere due to its colorless mana base
Pitiless Plunderer can combo nicely with Chatterfang and a sacrifice outlet, so it's too good not to include
