It's a small value engine, but it is definitely not among the most powerful artifacts in the game like Black Lotus, the five Moxes or Time Vault
Also, I should note that the card's ability only works if you legally got it into your hand
Ive played against it a couple of times in Brawl on MTG Arena, and if you cant deal with Narset before it attacks, it's pretty much game over due to its ability that lets it target non-creature spells from any graveyard, exile them, and cast a copy for free

You get some form of card advantage no matter what you roll, but a natural 20 (or a 20 heavily influenced by Barbarian Class and friends) lets you reanimate a creature and put an expiration date on its owner
