If they were already attached to other creatures, they remain attached to those creatures

Its effect allows if you have a stage 2 Pokmon in your hand to evolve a basic Pokmon, you can evolve it directly (but you can't do the evolution process if you put the basic Pokmon in the same turn)

But as a 2/2 for four that doesn't do anything right away, more often than not, it will probably die to a Shock (or get bounced by a Teferi, Time Raveler or Elked by Oko, Thief of Crowns) before doing much of anything
