Being able to cycle through your hand and deck like this gives you some versatility when you have a less than optimal hand, which makes N's Zoroark ex's ability a huge benefit
My opponent uses BT5-110 [All Delete] and I activate this card's [All Turns] effect when multiples of my other Digimon would leave the battle area at the same time, and all of my other Digimon with the [Royal Base] trait are prevented from leaving
While High Card doesn't have any Jokers specific to it, there are plenty of Jokers that give Chips, Mult, and multiply your Mult regardless of hand type, making hand type largely irrelevant with them
Thats the kind of thing I would do, to be honest
I started with Mono White just to make things simple, but a blue/white build might also be very impactful
Its a little funny to think the serene moment depicted on this card would likely be followed up by a massive Fireball, but that hardly robs this art of its place on this list
