Triggered ability will be put on the stack before you receive priority, so it will be higher in the stack than the spell which triggered it

Stick that on to a 4 mana (or 0 mana) 3/3 flash flyer that you can blink in response to creature / planeswalker spells for extra value (Ghostly Flicker) and you've got a nasty good card that is strong in any Blue-heavy deck and absurd in Blink decks
