With the owned Pokmon that were expecting to see making a comeback in Battle Partners, having Team Rocket-owned Pokmon arriving, just a month later in Japan, would not only be a massive hit of nostalgia for old school Pokmon fans, but itd make an awful lot of sense to have these two classic, long dormant Pokmon types returning together
