For what should be obvious legal reasons, you cant create MTG cards to sell or distribute since WotC own all rights to the cards artwork, either though first printing rights or full purchased rights (I think the former is the case)
While simply ending the Reserved List would be the ideal solution for players, there could potentially be some legal and financial risk to Wizards if it chose this path (although whether or not a potential lawsuit would have any merit is hotly contested)
This was one of those products where everyone in the building was invested in each stage of development, as we have so many passionate Final Fantasy fans in the building. Of course, even within those picks, there are some decisions you have to make about direction
