The triggered ability resolves before Decimator of the Provinces enters the battlefield, so it won't get +2/+2 from its own triggered ability
instead, theyve been around for a long time and survived the process that saw Draft and Set Boosters (more on those shortly!) combined, in a way, to be replaced by Play Boosters
You can land it early to kill Birds of Paradise and other cheap mana dorks while punishing your opponents for drawing cards, which Commander decks do in spades
