You should run this card with the expectation that youre most often only going to end up with a single ingredient counter on it, likely only getting more if you can find a situation where someone is truly desperate to dig for an answer of some sort

Paying the plot cost on a card counts as a special game action, and therefore you cannot respond to a player paying one, though you can of course respond to the actual casting on the later turn
