The cost is very clear: putting two rares in for one means that you double your money on "true bulk" while your trading partner gets to swap two useless cards for one that they want
Normally this ability would be there to make up for insane stat lines, like a 1-mana 3/3 flier
Of course, this is just my perception, but it's a pretty moving display if you get the same thing I do when you look at it
